Unemployment Computer Systems Working

All of the Unemployment Insurance (UI) Program computer and telephone systems, including CUBLine Online, the Internet File-a-Claim application, the CUBLine interactive-voice-response system, and the Customer Contact Center are working and accepting transactions or calls. However, due to the problems experienced over the last two days, volume is very high. Users and callers may still experience some delays. The UI Program apologizes for the inconvenience and appreciates your patience.

CLOSED FOR INDEPENDENCE DAY

The Unemployment Insurance (UI) office will be closed on Friday, July 3, in observance of Independence Day. Chase Bank and the Automated Clearing House (ACH) will not be processing payments either, due to the holiday closure.

As a result, all payment requests processed on Thursday will not be released until Monday, July 6. Please keep in mind that it may take up to 72 hours before your payment is deposited into your account. Regular business operations will resume on Monday, July 6.

New Unemployment Service Offered Online

You may now reactivate an existing unemployment insurance claim online! Reactivate an Existing Claim is a new addition to current services available online. You may also access many other services. Click on Unemployment Online Services for additional information.

PRINTABLE VERSION OF COLORADO EMPLOYMENT SECURITY ACT NOW AVAILABLE

The 2008 Colorado Employment Security Act (CESA) is now available in a print-ready format. This Portable Document Format (PDF) of CESA does not have an index or headings on each page providing the section of statute appearing on the page.

EXTENSION OF EMERGENCY UNEMPLOYMENT COMPENSATION

The federal government provides up to 13 additional weeks of Emergency Unemployment Compensation (EUC) benefits for states that reach a total three-month average unemployment rate greater than 6 percent. Colorado has reached a three-month (December, January, and February) average unemployment rate greater than 6 percent and Colorado claimants now qualify for 13 additional weeks of EUC benefits. The first payable week for this EUC extension is the week ending April 18, 2009.

If you are currently filing for EUC benefits, continue to file via the Colorado Unemployment Benefits line (CUBLine) or CUBLine Online. If you need to file for EUC or reopen an existing EUC claim, you may visit the EUC Online Application. The EUC Online Application is available 24 hours a day, 7 days a week. The Unemployment Insurance (UI) Program will contact all potentially eligible individuals with more information.

 

New Unemployment Services Offered Online

 

The Unemployment Insurance Program has made additional services available online. You may file for Emergency Unemployment Compensation, file a request to delete your claim, or request a new personal identification number. Click on Unemployment Online Services for additional information.

 

Emergency Unemployment Compensation Online Application

 

Emergency Unemployment Compensation (EUC) legislation provides up to 13 additional weeks of EUC benefits for states that reach a total unemployment rate greater than 6 percent. A state’s total unemployment rate is based on a three-month average. Colorado does not qualify for the additional weeks at this time. The Unemployment Insurance (UI) Program will contact potentially eligible individuals when the three-month average exceeds 6 percent.

 

When the benefits on your regular UI claim exhaust or your claim expires, you will receive notification advising you to go to the EUC Online Application. to file an initial EUC application or reopen an existing EUC claim. The EUC Online Application is available 24 hours a day, 7 days a week.

 

Detailed information about the available EUC benefits can be found on the EUC Web page. The Customer Contact Center is experiencing high call volumes, and callers are experiencing long wait times. You may find answers to your questions on the EUC Web page and eliminate the need to call the Customer Contact Center.

FEDERAL ADDITIONAL COMPENSATION ANNOUNCEMENT

As part of the economic stimulus bill, all claimants eligible for and currently receiving regular unemployment insurance (UI) and Emergency Unemployment Compensation (EUC) benefit payments will receive an additional $25 a week. Before payments are issued, the UI Program must first make necessary programming modifications. The modifications are in progress and 03/23/2009 has been targeted for rollout of the first payment of the additional $25 a week including all back payments to 02/28/2009.  Payments of the additional $25 a week will end on 07/03/2010.

Unemployment insurance Office Hours

Several media reports have stated that the Unemployment Insurance (UI) office is open on Saturday and Sunday. Although staff is working weekends, the office is not open to the public on the weekends for walk-in traffic or telephone calls. The UI Program is very concerned about the current economy and is doing everything possible to help its customers. However, UI office hours continue to be from 7:30 a.m. to 4:30 p.m., Monday through Friday.

IMPORTANT ANNOUNCEMENT ABOUT METHOD OF BENEFIT PAYMENTS

The Unemployment Insurance (UI) Program offers direct deposit as a payment method. With direct deposit, benefits are electronically deposited directly to an existing checking or savings account of your choice. After receiving your 4-digit personal identification number from the UI Program, visit the Payment Selection Web page to select direct deposit as your payment method. The Payment Selection Web page is available 24 hours a day, 7 days a week. The UI Program automatically deposits your benefit payments to the Colorado Automated Payment (CAP) Card unless you request direct deposit as your payment method. UNEMPLOYMENT INSURANCE CLAIM SELF-SERVICE RESOURCE GUIDE

Because of a high call volume, callers to the Unemployment Insurance (UI) Customer Contact Center are currently experiencing a long wait time before speaking with a customer-service representative. To avoid long wait times, read Publication B-19, Unemployment Insurance Handbook for Claimants, as your first source of information about UI claims. OvervieW

The UI Program provides temporary and partial wage replacement to workers who have become unemployed through no fault of their own. The program is funded by employer paid taxes and provides benefits to those who meet the eligibility requirements of the Colorado Employment Security Act. The intent of the program is to aid in maintaining the economic stability within a community by safeguarding the income and purchasing power of the unemployed worker. The program is administered by the Division of Employment and Training of the Department of Labor and Employment.

LEGAL PRESENCE REQUIREMENTS

Colorado law requires all persons 18 years and older to provide proof that they are lawfully present in the United States before receiving certain benefits, including unemployment insurance (UI). In order to receive UI benefits from Colorado, you must affirm that you are a citizen or a legal, permanent resident of the United States or otherwise legally reside in the United States in accordance with federal law. You must possess and provide information regarding one of the following forms of identification (ID):

  • A valid Colorado driver’s license or a valid Colorado ID card.

  • A United States military ID card or a military dependent ID card.

  • A United States Coast Guard Merchant Mariner card.

  • A Native American tribal document.

NOTE: Unemployed workers living outside Colorado must provide information proving that they have a valid driver’s license or ID card issued by another state or by Canada.

You must affirm your citizenship or legal presence in the United States by signing and returning Form UIB-1, Claim for Unemployment Insurance Benefits. Also, please provide information about your proof of ID on the same form. The form is mailed to you after you file a new UI claim, file an additional UI claim, or reopen an existing UI claim. You must provide this information only once during each claim year. The form must be completed, signed, and received by the UI Program within the timeframe specified on the form or your claim for UI benefits will not be paid for the weeks prior to the week in which the form is received by the UI Program.
