EMERGENCY UNEMPLOYMENT COMPENSATION

Updated—December 30, 2009

On 12/19/09 President Obama signed a law that extends the end dates of our extension programs. No extra money was added.

EXTENSION OF EMERGENCY UNEMPLOYMENT COMPENSATION

On 11/8/09 up to 14 weeks of unemployment benefits was added for those who ran out of money on their claim for regular unemployment benefits and on any other extensions. We call this new extension “Tier III” of Emergency Unemployment Compensation (EUC). We began paying these Tier III benefits on 12/10/09. Many people have already been paid. We are working to quickly pay claimants who can be paid under the program.

Continue to request payment on CUBLine Online or CUBLine if you are already on EUC.

If you have never collected EUC, use the EUC Online Application to sign up. If you stopped requesting payment, you must reopen your EUC claim. Use the EUC Online Application to do that. The EUC Online Application is available 24 hours a day, 7 days a week.

We will contact all individuals who may be able to be paid Tier III benefits.

EUC OVERVIEW

Both the federal and state government have passed laws to add to your regular unemployment benefits. The state extension is discussed here only as it affects receiving the federal money.

  • The federal extension is called Emergency Unemployment Compensation (EUC). It is broken down into three phases, called tiers.
  • The state extension is called State Extended Benefits (SEB). For more information on SEB, visit our Web site and click on Unemployment Information and then State Extended Benefits. Note that no SEB payments will be made after 2/27/2010.

EUC Tier I

  • Tier I adds 20 weeks or 80 percent of the maximum amount you can be paid on your regular unemployment claim, whichever is less.
  • To receive EUC, you cannot be able to be paid on a new claim anywhere.
  • You must run out of regular benefits by 2/20/2010. If you run out of regular benefits after 2/27/2010, you are not eligible for any extensions.
  • You must apply for Tier I by 2/24/2010.
  • You cannot apply for this money ahead of time; you have to have run out of money.
  • To apply, go to www.coworkforce.com and click on Unemployment Online Services and then click on EUC Online Application. You can also call 303-318-9000 (Denver-metro area) or 1-800-388-5515 (outside the Denver-metro area).
  • You cannot be paid any EUC money after 7/31/2010.

EUC Tier II

  • Tier II adds another 14 weeks or 54 percent of the maximum amount you can be paid on your regular unemployment claim, whichever is less.
  • To receive EUC Tier II, you cannot be able to be paid on a new claim anywhere.
  • If you are already on Tier II, you were originally told that Tier II gave you up to 13 weeks. A recent law added up to a week of benefits, making the total you could get 14 weeks or 4 percent of the maximum you could get on Tier II, whichever is less.
  • You must run out of Tier I money by week ending 2/27/2010. If you run out of Tier I money after 2/27/2010, you are not eligible for any further extensions.
  • You do not have to apply for Tier II. You automatically go from Tier I to Tier II if you run out of Tier I money by week ending 2/27/2010 so long as you continue to request payment on CUBLine Online or CUBLine.
  • You cannot be paid any EUC money after 7/31/2010.

Tier III – the November law

  • Tier III adds another 13 weeks or 50 percent of the maximum amount you can be paid on your regular unemployment claim, whichever is less.
  • To receive EUC Tier III, you cannot be able to be paid on a new claim anywhere.
  • You must have run out of Tier II money by week ending 2/27/2010. If you run out of Tier II money after 2/27/2010, you are not eligible for Tier III.
  • You do not have to apply for Tier III. You automatically go from Tier II to Tier III if you run out of Tier II money by week ending 2/27/2010 so long as you continue to request payment on CUBLine Online or CUBLine.
  • The first week that we can pay under Tier III is week ending 11/14/09.
  • We made the first payments made on 12/10/09. We are working to get other people paid.
  • You cannot be paid any EUC money after 7/31/2010.
  • If you are currently on the state extension (SEB):
    • All SEB payments will end as of 1/30/10.
    • Anyone on SEB as of 1/30/10 will be paid the one extra week of Tier II and then will be paid under Tier III.
    • You do not have to apply. Benefits will be paid under the correct program on our end.
    • Continue to request payment on CUBLine Online or CUBLine.
