The Federal Additional Compensation Program provides a
$25 weekly supplement to the unemployment insurance benefits. It is
payable to
unemployed individuals who are receiving either state or federal
unemployment insurance benefits. Federal Additional Compensation is paid for by Federal
General Revenue.
The program pays benefits
for the period beginning with the week ending February 28, 2009.
The last payable week for
Federal Additional Compensation will be the week ending July 3, 2010. The department estimates
that a total of 58,000 Coloradoans will receive FAC benefits
weekly.
Monitoring and tracking
process:
The Colorado Department of Labor and
Employment's Finance office has
integrated coding and tracking of FAC funds into the existing
accountability structures and systems. The
department's Finance and Budget offices are jointly responsible for the
monitoring and reporting of FAC Program funds monthly, quarterly, or as
needed.
To distribute the
additional $25 per
week, the department automated the payment to ensure it is being paid to those
individuals who are eligible for UI or EUC benefits. Automating the payment also ensures that if an individual is paid
one of these benefits in error and thus, paid the FAC in error, there is
a tracking source to indicate that not only are the erroneously paid
benefits overpaid, but FAC is overpaid as well.
The department estimates
that total FAC benefits to Colorado unemployment recipients will equal
$87,232,000.
An additional $17,628
will be spent by the department to update its UI IT infrastructure.
