Human Resources/Personnel
The Office of Human Resources-Personnel provides recruitment
and ensures correct hiring procedures in accordance with state
and department rules and procedures. Its' staff manages and provides
technical assistance in staffing and human resource management issues,
as well as other personnel administrative services, e.g., performance
issues, grievances and dispute resolution, corrective and disciplinary
actions, review and approval of contracts and purchase orders pertaining
to personal services, career counseling, employee relations projects,
Fair Labor Standards implementation, legal interpretation of personnel
rules and statutes and processing of layoffs as well as organizational
changes. It continues to participate in the development of the Employee
Data System (EDSys) which will automate most personnel actions as well
as provide a readily accessible employee database.
The Equal Opportunity Manager oversees policies and
procedures formulated by the Department, state and federal levels for
compliance with employment/ civil rights laws and conducts
investigations/ represents the department in legal proceedings arising
from these laws and their implementation.
Risk Management provides a proactive ability to
minimize risk in the areas of personal injury, occupational disease and
related financial liability. Risk management inspects workplaces for
compliance with the law and works with
individuals to ensure their work areas are safe and allow maximum
productivity.

Investigations & Criminal Enforcement (ICE)
Investigations &
Criminal Enforcement (ICE) is empowered to conduct criminal
investigations involving crimes affecting the Department. Crimes
investigated fall into categories of Workers’ Compensation fraud,
threats involving Department resources and personnel, internal breaches
of program integrity, Unemployment Insurance claimant and employer
fraud, and fraud against other programs including the explosives section
and petroleum storage tanks section.

The Industrial Claim Appeals Office (ICAO)
is the unit of the Colorado Department of Labor and Employment
responsible for the review of both unemployment compensation decisions
issued by Hearing Officers, and workers’ compensation decisions issued
by Administrative Law Judges (ALJs).

The Labor Market Information (LMI) Section produces official job market
statistics for Colorado. The LMI Section does not place people in jobs,
but rather provides easy to use information about jobs. For example,
reports and web sites on new jobs, unemployed persons, job vacancies,
and wages all come from LMI. Researchers use the statistics to analyze
the job market in Colorado. Career counselors use them to advise people
on growing occupations. Educators use them to plan education and
training programs that meet the needs of Colorado business. The LMI
Section also employs economists who are available to speak to groups on
various aspects of the job market. These economists also provide
assistance to schools, businesses, and other government agencies that
use job market statistics.

Unemployment
Insurance Benefits
The Unemployment Insurance (UI) Program provides temporary
and partial wage replacement to workers who have become unemployed
through no fault of their own. The program is funded by employer paid
taxes and provides benefits to those who meet the eligibility
requirements of the Colorado Employment Security Act. The intent of the
program is to aid in maintaining the economic stability within a
community by safeguarding the income and purchasing power of the
unemployed worker. The program is administered by the Division of
Employment and Training of the Department of Labor and Employment.
