Government
| Average annual employment decreased by 357 jobs from 1995. The average wage increased by 4.7% to $30,333. Total Government employment would have increased by about 4,000 employees, but over 4,000 work study students that had previously been reported, are no longer counted in the ES202 report. The work study students should never have been counted in the report. The elimination of the work study students caused average State wages to increase considerably more than they otherwise would have. This is particularly evident in the Boulder and El Paso County tables. The average State wage in Boulder County increased from $19,450 to $29,194 and in El Paso County from $23,046 to $27,786. |
| Government employment and wages continue to decline as a percentage of total wages and employment. In 1987, total government wages were 19.43% of all wages paid in the state, compared to 16.67% in 1996. The corresponding employment declined from 18.07% to 15.67%. |

The sector declined by 16% for the year. Factors contributing to the decline were the dissolution of Fitzsimons Army Medical Center and the privatization of a hospital. |
| Local Government employment increased by 5,975 to 178,857. Fifty-two percent of Local government employment was in Educational Services. The sector increased by 3,257 to 93,591. |
