Definitions
AVERAGE EMPLOYMENT. Average Employment is the mean value of the reported employment figures for the 12 reporting months of the year.
TOTAL WAGES. Total Wages are the sum of wages for the four quarters of the year.
AVERAGE WAGE. The Average Wage is the Total Wages paid divided by the Average Employment.
BALANCE OF STATE. Balance of State is all counties in Colorado outside the five county Metro Denver Area.
COVERED EMPLOYER. A covered employer is an employer who is required to pay unemployment insurance because they meet any of the following criteria:
- Employs one worker at any time.
- Acquires all or a substantial portion of a covered employer.
- Is subject to Federal Unemployment Tax Act.
- Is a non-profit organization and has four or more employees for 20 weeks during the calendar year.
- Is a State agency, State operated hospital, or school of higher education, or a political subdivision of the State.
- Is an employer of agricultural labor and pays $20,000 or more in any one quarter of a calendar year, or employs 10 workers for 20 weeks during the year.
- Pays cash wages of $1,000 or more in any calendar year for domestic help in a private home.
The following are specific exclusions from the coverage:
- Agricultural employment not defined above.
- Sole proprietors.
- Railroad workers.
- Children under 21 in the employ of a parent.
- Elected officials.
- Students or inmate workers.
- Commissioned real estate, insurance and direct seller salespeople.
- Church employees.
- Work relief program participants.
DISCLOSURE RESTRICTIONS. Publication of employment and wage data is withheld for any 2-digit subsection which consists of fewer than three reporting units or in which a single establishment accounts for 80 percent or more of an industry's employment. In the event that only one 2-digit subsection is restricted, the next smallest 2-digit subsection (by number of establishments) will also be restricted to allow disclosure of total industry information.
EMPLOYMENT. The number of covered workers who earned wages during the pay period that includes the 12th of the month. Workers on the payroll of more than one firm during the period are counted each time they are reported.
ENTERPRISE. An enterprise is the employer and legal entity of the Unemployment Insurance tax account. An enterprise may consist of one or more units.
ES202. The ES202 is a statistical report summarizing employment, total wages, taxable wages and contribution information for employers subject to State unemployment insurance laws under the Colorado Employment Security Act. The report also includes employment and wage information for federal civilian workers covered by UCFE.
FIPS. Federal Information Processing Standards. Standards for information processing issued by the National Bureau of Standards in the US Department of Commerce. Includes a numeric designation for geographic areas such as States, counties, and MA’s.
GROSS WAGES. As reported on the Unemployment Insurance Tax Report, gross wages are the total amount of compensation paid by the employer during the quarter.
METRO DENVER. The Metropolitan Denver Area consists of the following counties: Adams, Arapahoe, Denver, Douglas and Jefferson.
SIC (STANDARD INDUSTRIAL CLASSIFICATION). Each business is assigned a 4 digit SIC code that describes the nature of the business in accordance with the Standard Industrial Classification Manual, 1987.
SIZE CLASS. Establishments and enterprises are categorized by the number of employees working in the month of March.
ESTABLISHMENTS. A unit is an establishment, generally at a single physical location, where business is conducted or where services or industrial operations are performed.
