ONLINE SURVEY RESULTS
In July 2002, we conducted a survey, available on our Web site to answer a few questions with the goal of possibly reducing our operating expenses. The following is the list of questions and the percentage of responses:
Form UITR-1, Unemployment Insurance Tax & Wage Report.
► Do you print on the second copy of the tax and wage report?
◊ 53 percent responded “No.”
► Would it inconvenience you if the second copy of the form were no longer provided in the quarterly tax-and- wage report packet?
◊ 86 percent responded “No.”
Form UITR-1a Continuous, Unemployment Insurance Report of Worker Wages.
► Do you keep the carbon copy of the continuous wage form?
◊ 61 percent responded that they do not use this form.
Other filing methods.
► Would you be interested in reporting wages over the Internet?
◊ 42 percent responded that they already file over the Internet.
► Would you be interested in reporting your wages by diskette?
◊ 88 percent responded “No.”
► Would you be interested in reporting your wages by magnetic tape?
◊ 97 percent responded “No.”

REENGINEERING OF COLORADO UNEMPLOYMENT INSURANCE BEGINS
The Colorado Department of Labor and Employment (CDLE) is pleased to announce our plan to reengineer Colorado’s Unemployment Insurance (UI) Operations. These improvements will result in the replacement of the current automated systems with a new and improved system, the State Unemployment Program E-government Resource (SUPER) system. The SUPER system will improve customer service and allow employers improved access to information and services.
One of the new features of SUPER is an improved interactive-voice-response (IVR) telephone system that will provide more efficient customer service and be available this spring. The IVR is similar to telephone systems used by banks in that it offers a menu from which options may be selected for call routing. CDLE is keeping current telephone numbers the same for your convenience. The IVR menu selection for Tax is anticipated to include the following six options:
Option 1, General Information – to order forms, verify an account address, and verify tax rates.
Option 2, Detailed Liability Status – to verify status as a liable employer in Colorado.
Option 3, Detailed Account Status – to inquire about liens, levies, and installment-payment agreements.
Option 4, Redeterminations – to inquire about Form UIF-290, Notice of Wages Reported/Potential Charges.
Option 5, Claim Issues – to inquire about Form UIB-6, Notice of Decision.
Option 6, Audits – to inquire about a pending, previous, or on going audit.

ARE YOUR TAXES DUE LESS THAN $5?
For tax reports filed for calendar year 2003, if your quarterly amount of taxes due is less than $5, you should not submit a payment.
NOTE: You must file a tax and wage report even if your quarterly taxes due are less than $5.
Due to the level of the Unemployment Trust Fund, the 20 percent (.20) tax credit will not be available for 2003. The UITR-73 Tax Credit Calculation Instructions will not be included in the quarterly tax-and wage-packets mailed to each employer.
WHAT IS AVAILABLE ON THE INTERNET FOR UNEMPLOYMENT
INSURANCE?
Tax and Wage Reporting
The number of employers that use the Internet to file quarterly tax and wage reports is growing. Online tax and wage reporting first became available in 2001. By the end of calendar year 2001, 3 percent of employers used this method of reporting their employee wages. As of December 31, 2002, 9.35 percent of employers used this online application for calendar year 2002. We encourage you to file your tax and wage report by visiting www.coloradoworkforce.com and clicking on eServices. Remember, if you have 100 or fewer employees to report, you may use this online method to report your current quarter’s wages.
Employer Change-of-Business Address
If you need to change your location, mailing, payroll, banking, or benefits address, this Web page is the one for you. It is available 24 hours per day, 7 days per week. You can change your address online and immediately submit your change for processing. Visit our Web site often
